Information about Centre

Moscow International Tender Centre is one of the first specialized organizations in Russia, organizing and conducting tenders (tenders, auctions). Tender centre is created on the basis of the decree of the Government of Moscow № 193-ПП dated 07.04.1992 "About Moscow International Tender Centre" for the purpose of solving problems of municipal economy with the use of international experience of tendering (tenders, auctions).

Among the works executed by the Centre is organization and realization of tenders for the following significant objects:

• construction of central site of MITC «Moscow-CITY», including both the basement floor and underground area of the central site, and all necessary supplies of engineering and technological equipment;
• construction of mini-underground line in Moscow;
• fulfillment of hotel block construction works, delivery of various equipment and services for restoration of the architectural monument: The Ancient Sales Yard;
• realization of investment tenders, contract tenders on reconstruction of hotels «Urals», «Intourist», «Moscow», «Leningradskaya», «Russia»;
• realization of investment tenders for construction of the main library of Moscow State University named after М.V.Lomonosov, the educational premises of Moscow State University named after М.V.Lomonosov, and residential quarters in Lomonosovsky prospect;
• realization of tenders for selection of investors in realization of repair -and restoration works, restoration of monuments of history and culture such, as Central exhibition hall «Manege», Saltykova's house in Bronnaya street, Perlov's house in Myasnitskaya street, Narcomfin House, and also realization of tender for selection of the designing organization for restoration of «Sviblovo» manor;
• maintenance of purchases of goods and services for the theatres of Moscow city and other establishments of culture (theatres «Lenkom», «School of Modern Play», «Hermitage», «Helicon», «Satire Theatre», Theatre named after N.V.Gogol, «Moscow New Drama Theatre», «ЕТ СЕТЕRА», Concert Hall «Russia», Theatrical Centre «Vernisage», etc.);
• realization of tender for selection of investor in realization of the project of construction of a four-storied underground recreation and entertaining complex in Smolenskaya square;
• realization of qualifying competitive selection of Authorized companies of the Government of Moscow for realization of complex study and arrangement of property and legal relations, organization of land plots and development of design documentation for construction of hotels and tourist-recreational complexes in Moscow city;
• land investment tenders of designing and construction of trading - public and trading - entertaining centers in Yasenevo (Tarusskaya street, estate 18), near underground station «Warshawskaya» (Warshawsky av., 89), business complexes in Novy Аrbat, estate 29, and Novinsky parkway, estate 29;
• investment tenders for construction of shopping centers, administrative - office buildings, sports-health-improvement complexes in the Northern and Southern Butovo.

• money resources contributed by the investors as a result of tenders held by the Centre, have made (per the most significant and large-scale tenders) the following amounts:
• for the right of construction of a new complex of the «Intourist» hotel after its demolition - 77.354.188 Еuros;
• for selection of the investor for realization of complex reconstruction (restoration) of hotel «Leningradskaya» - $ 47.959.000;
• for selection of investor for realization of construction project of four-storied underground recreation-entertaining complex in Smolenskaya square - 30.000.000 Еuros;
• for the right of construction of the new complex of hotel «Russia» - $ 800.000.000;
• for the right of construction of the new complex of hotel «Moscow» - $ 100.000.000;
• for the right of construction of the ground part of central site of MITC «Moscow-CITY» - $ 300.000.000;
• for the right of construction of the educational premises and the main library of Moscow State University named after М.V. Lomonosov - $ 100.000.000;
• each Authorized company of the Government of Moscow, which has passed qualifying tender selection, proved its capacity to invest into construction of the hotels in Moscow city the sum of no less than $30.000.000;
• The Centre has developed a number of normative documents and methodical materials for realization of tenders, organized and conducted the following tenders:
• for selection of general contractor (contractors) for implementation of works on capital construction at the objects of Medical Centre of the Board of Affairs of the President of the Russian Federation (in 2003 and 2004);
• for delivery of medical products, items of medical purpose and reactants for the Medical Centre establishments.

In April, 2003 Moscow International Tender Centre participated in the tender for selection of organizations - Organizers of tenders for delivery of the goods, fulfillment of works and rendering of services to satisfy the needs of the Bolshoy Theatre of Russia, and by the results of conducted tender, has been recognized as one of the winners.

Within the framework of realization of the authorized purposes and problems the Centre carries out the following activity:

• organizes and carries out tenders, auctions for the benefit of the Government of Moscow, prefectures of the administrative divisions, independent state and private economical subjects;
• prepares and coordinates tender documentation;
• develops and approves, in accordance with the established order, the criteria of qualifying selection of tenders participants and determining winners;
• consults customers (organizers) and tenderers;
• organizes marketing actions in search and actualization of investors, and renders consultation services;
• provides methodological support of tender actions;
• provides legal and organizational support of transactions;
• participates in the development of regulatory documents and normative statements of various purpose, including those in the sphere of tender activity;
• organizes and carries out seminars, conferences and symposiums;
• Seminar of the Mayoralty of Moscow has been successfully conducted with the participation of the Centre in the subject: «Realization of international tenders, construction tenders, reconstruction of objects and purchasing of goods and services by municipal enterprises and organizations with the use of budget and non-budget funds», conference in the subject: «Investment-construction climate in Moscow and Central Russia». In cooperation with Moscow Chamber of Commerce and Industry, international conference has been conducted in the subject: «New technologies of maintenance of competitiveness and quality of products and services»; in cooperation with Complex of architecture, construction, development and reconstruction of Moscow conference has been conducted in the subject: «Business-forum "Supplier of Moscow Construction: ways of quality improvement"» and round-table discussions of international exhibitions Batimat/Моsbuild 2000, 2001, 2002.

As organizer and contractor of tenders, Centre has had no claims and reprimands from the part of its customers, members of tender commissions, and participants of tenders. Competent experts of the Centre are capable to solve challenging tasks in realization of multistage and unique tenders.

Key members of the Centre' s personnel hold qualifying certificates of Gosstroy (State Construction Authority) of the Russian Federation for realization of functions of general designer, principal builder, and realization of technological and construction engineering. Moscow International Tender Centre holds the license of Gosstroy of the Russian Federation for realization of activity in the field of construction of buildings and structures of I and II liability level according to state standards applicable in the territory of the Russian Federation.

The Centre possesses office premises, technical facilities necessary for preparation, organization and realization of tenders: personal computers with extended peripheral capacities, software, copying and binding equipment, communication facilities (telephone, telefax, e-mail, Internet), means of transport. 16 experts of the Centre's staff have been included in the State Register of experts in organization and holding of tenders (auctions).

As testified by many references regarding work of Moscow International Tender Centre, it is cited as competent professional organization on which customers and organizers, and also potential participants of tenders and auctions can always rely.
